The Colorado Asphalt Pavement Association (CAPA) represents the asphalt industry statewide, serving as a central resource for promoting excellence in asphalt pavement construction, design, and innovation. Our mission is to promote the use and quality of asphalt pavements in Colorado by providing value to our members through education, advocacy, and technical expertise. We proudly serve contractors, suppliers, agencies, engineers, and academia across the state.

Position Overview

CAPA is seeking a dynamic and experienced Director of Engineering and Technology to lead our statewide technical programs. This position is a cornerstone of the association’s mission, providing leadership and expertise in engineering, technical advocacy, and public outreach. The successful candidate will serve as the industry’s voice on engineering matters related to specifications, design, construction materials, environmental compliance, and agency collaboration and the technology transfer and implementation of emerging technologies regarding the design, construction, maintenance and asset/pavement management of asphalt pavements. 

Based at CAPA’s office in Centennial, Colorado, with regular travel required across the state to attend meetings, deliver presentations, and support our members and partners.

Key Responsibilities

  • Serve as the asphalt industry’s liaison to cities, counties, consultants, CDOT, participating in technical workgroups, reviewing and contributing to specification development, and advocating for performance-based standards.
  • Provide technical assistance and advocacy to local public agencies, helping grow and improve local street programs across the state.
  • Facilitate the transfer and implementation of innovative asphalt technologies and best practices to CAPA members, partners, and public agencies.
  • Administer CAPA’s signature “Best in Colorado” Asphalt Awards Program, recognizing excellence in asphalt construction.
  • Create and manage technical and promotional content for print, social media, and presentations.
  • Develop technical summaries and advocacy materials to support quality and funding initiatives for local streets and highways.
  • Represent CAPA through presentations, webinars, Lunch ‘N Learns, and industry conferences.
  • Build and strengthen strategic partnerships with peer organizations and professional groups including APWA Colorado and MGPEC.
  • Conduct life cycle cost analysis (LCCA) reviews and assist in promoting effective pavement design strategies.

Minimum Qualifications

  • Professional Engineer (PE) license
  • Minimum of 8 years’ experience in construction materials engineering, pavement design, pavement management, or related field.
  • Demonstrated expertise in technical writing, review, and presentation development.
  • Excellent public speaking and interpersonal communication skills.
  • Ability to build consensus, lead initiatives, and collaborate effectively with public and private stakeholders.
